SCAN was created many years ago, and today serves, as all other neighborhood associations do, as part of the City of Salem’s governance process. Under City ordinance, it serves as the citizen advisory group to the Salem City Council and Boards and Commissions, and therefore is deeply involved in land use decisions affecting our neighborhood. Designated representatives of SCAN serve on or monitor a variety of other City committees. SCAN takes positions on a variety of issues that come before the City Council, and SCAN members frequently testify on behalf of residents.
Neighborhood associations are increasingly taking an even larger role in community building, becoming a primary fundraiser for park improvement projects. Neighborhood associations are partnering with schools and churches to improve the quality of life for everyone. Neighborhood associations are taking a greater role in reducing criminal activity by working to expand Neighborhood Watch and serving on monthly Police Neighborhood Liaison Committee meetings.
